WestROC Resource Partners is an operator-led company focused on helping customers solve operational, asset, environmental and execution challenges across North America. Built around an understanding of real operating environments, we bring practical expertise, dependable execution and a long-term perspective to the challenges that affect performance, reliability, stewardship and customer outcomes.
Our work is organized around three customer-facing service pillars: Reclamation, Operations and Contracting. Reclamation supports environmental responsibility, restoration and long-term land stewardship. Our operations team focuses on mining operations and execution. Contracting brings together specialized capabilities including Asset Services, Field Services, Lifecycle Support, Asset Management, Specialty Work Scopes and both People and Equipment Support.
This operator-led approach is strengthened by the knowledge and experience developed through Westmoreland Mining’s more than 170-year operating history. That heritage provides continuity, institutional knowledge and deep industry experience while WestROC remains focused on the customers, challenges and opportunities ahead.

Ash is a byproduct of power plant coal combustion that substitutes for Portland Cement in the manufacture of Ready-Mix Concrete. Ash is typically lower cost and often provides quality benefits versus Portland Cement. Further, Portland Cement production relies on kilns that account for approximately 7% of global carbon dioxide (CO2) emissions. These emissions can be mitigated by using ash in the “mix”.
Ash was historically abundant in the U.S., with large surpluses that were landfilled as waste. However, the rapid retirement of the U.S. coal-fired power plant fleet has led to an undersupply of so-called “live” ash and the creation of a new industry based on the recovery – or “harvesting” – of landfilled ash. The American Road Transportation Builders Association (ARTBA) projects that ash harvesting needs to grow 300%-500% over the next two decades to keep pace with projected construction demand.
Westmoreland historically landfilled our adjacent power plant customers’ ash in our mine pits as a service. That ash now has value. As a first step to unlock this value, we are harvesting ash from the now-closed Battle River power plant at our Paintearth Mine in Alberta. This ash is delivered to Ashcor Technologies Ltd. (an ATCO subsidiary) which operates an on-site cleaning plant and then markets the ash to regional cement and Ready-Mix Concrete companies. Similarly, we are harvesting and hauling ash at our Genesee Mine in Alberta to ENX, another ash processing and marketing company. Commensurate with the rapid expansion of the new market, we are actively exploring opportunities at all our other mining operations.

WestMET was created on May 4th 2023, from a simple belief: the experience and capabilities developed through generations of mining and energy production should not be left behind as the world changes. They should be put to work building what comes next.
Built on Westmoreland Mining’s more than 170-year history, WestMET brings together deep operational knowledge, skilled people, land resources and expertise in mining, engineering, reclamation and energy. That foundation allows us to approach the transition ahead from a practical position, not simply by imagining new solutions, but by understanding how to develop, operate and scale them responsibly.
Today, WestMET is applying those capabilities across a growing portfolio of mineral, agricultural and environmental businesses. This includes advanced humic products that support soil health and nutrient efficiency through Black Earth, environmental and land reclamation services through WestMET ERS, and the continued exploration of new uses for existing industrial assets, infrastructure and mineral resources.
A key part of that opportunity is the Sheerness humalite resource, a large scale freshwater formation with an estimated 15 million tons of homogenous material. Its scale, consistency, and direct connection to WestMET’s operating footprint provide a strong foundation for developing reliable humic products and future mineral-based opportunities.
